If one wants to show consideration, it's necessary to listen to one's surroundings.

One of the fundamental prerequisites for democracy is conversation. Conversation implies that one is willing to listen - not just to talk. Democracy rests on actually trying to grasp what it is the other person is saying and the opinions they are expressing and why they are so important to him or her or to the group he/she represents. In a democracy, we not only have freedom of speech but also an obligation to listen. This applies to every citizen, but especially so the higher up in the power system you are.
